Από τις 10 Μαΐου του 2019 έχει κάνει αποδεκτή η Επίτροπος Ανταγωνισμού Margrethe Vestager την πρόταση της διοίκησης της Εθνικής Τράπεζας για παράταση της διαδικασίας της πώλησης της Εθνικής Ασφαλιστικής ενώ παράλληλα ξεκαθαρίζει ότι η επιλογή της πώλησης ήταν απόφαση της ελληνικής πλευράς και όχι απαίτηση των Βρυξελλών. Τα παραπάνω προκύπτουν από απάντηση της κας. Vestager σε ερώτημα που της απέστειλε ο προεδρος του Συλλόγου των εργαζομένων στην Εθνική Ασφαλιστική κ. Γιάννης Πετσαλάκης.

Το ερώτημα εστάλη στις 22 Μαΐου και η απάντηση ήρθε μάλλον γρήγορα για τα δεδομένα των Βρυξελλών, στις 30 Ιουνίου. Επίσης η ΕΕ δεν διευκρινίζει πότε λήγει η νέα προθεσμία που έδωσε για την πώληση της Εθνικής Ασφαλιστικής, όπως επίσης και αν έχει κατατεθεί και νέο αίτημα.

Απάντηση της DGComp στον Σύλλογο

Συνάδελφοι,

Εν μέσω θέρους και ενώ η πραγματικότητα όλων μας έχει αλλάξει πολύ, η απάντηση της Επιτρόπου Ανταγωνισμού της Ευρωπαϊκής Ένωσης, κας M. Vestager, σε ερώτημα του Συλλόγου για το πλάνο δεσμεύσεων για την πώληση της Εταιρίας μας και το αν συνεχίζεται η διαδικασία πώλησης, έρχεται με τον γνωστό διπλωματικό τρόπο των Βρυξελλών να δώσει τη σημερινή διάσταση του θέματος.

Για τον σκοπό αυτό σας παραθέτουμε παρακάτω αυτούσια τόσο την επιστολή που εστάλη στην Επίτροπο Ανταγωνισμού της Ευρωπαϊκής Ένωσης κα M. Vestager (22/5/2020), όσο και την απάντηση που λάβαμε σήμερα (30/6/2020).

The COVID-19 pandemic has disrupted the normal businesses activity in almost all areas of the economy and unfortunately has taken human lives. Thus, both banking and insurance sectors have been severely affected, and following the latest updates on the current situation an important question should be marked – at what stage and under what kind of procedures does the initial time schedule given to complete the sale of “The Ethniki” Hellenic General Insurance Company stand in this emergency situation.

For that reason, we would like to be informed whether an official decision has been taken which either prolongs the original schedule and further extends the time period for the completion of the sale of “The Ethniki” Hellenic General Insurance Company or cancels the commitments of the restructuring plan of the National Bank of Greece and therefore aborts the sale of “The Ethniki” Hellenic General Insurance Company.

ΜΤΦΡ: Για τον λόγο αυτό θα θέλαμε να μας πληροφορήσετε για τον αν έχει παρθεί μια επίσημη απόφαση η οποία είτε παρατείνει το αρχικό πλάνο και επεκτείνει περαιτέρω τη χρονική περίοδο για την πώληση της Εθνικής Ασφαλιστικής ή ακυρώνει τις δεσμεύσεις του πλάνου αναδιάρθρωσης της ΕΤΕ και άρα ακυρώνει την πώληση της Εθνικής Ασφαλιστικής

We would like to draw your attention on the fact that our strong opposition as well as our disagreement against the sale of “The Ethniki” Hellenic General Insurance Company remains our indisputable stance.

Thank you for your e-mail dated 22 of May 2020 addressed to Executive Vice-President Vestager, to which we have been asked to reply.

The sale of The Ethniki Hellenic General Insurance Company (“Ethniki”) by National Bank of Greece (“NBG”) is based on commitments that were made by the Hellenic Republic in the context of the proposed aid to NBG. These commitments were submitted by the Greek authorities to underpin the Greek support for NBG, approved in 2014 and 2015.

The sale of Ethniki was proposed by Greece already in 2014 for the State aid to NBG. A prolongation of the sale until mid-2017 was accepted by the Commission in 2015. Finally, in Commission decision SA.43365 of 10 May 2019, the Commission accepted an amendment of the commitments for NBG including a further prolongation of the deadline to sell Ethniki Insurance.

ΜΤΦΡ: Η πώληση της Εθνικής (Ασφαλιστικής) είχε προταθεί ήδη το 2014 από την Ελλάδα για την κρατική βοήθεια της ΕΤΕ. Η παράταση της πώλησης μέχρι τα μέσα του 2017 έγινε αποδεκτή από την Κομισιόν το 2015. Τέλος στην από 10 Μαίου 2019 υπ’ αριθμ. SA.43365 απόφαση της Κομισιόν, η Κομισιόν έκανε αποδεκτή την τροποποίηση των δεσμεύσεων για την ΕΤΕ, συμπεριλαμβανομένης και την περαιτέρω παράτασης της καταληκτικής προθεσμίας πώλησης της Εθνικής Ασφαλιστικής.

The Commission is not involved in the organisation of the sale process; it is the responsibility of the Greek authorities and NBG to implement the commitments they made.
